No, actually sections of it get repainted each off-season.
1999 off-season - entire Turnaround (after retracking) and segments or return run that were retracked
2000 off-season - Hill #2
2001 off season - entire return run
The lift hill segment has yet to be repainted.
Screamscape's rumor is so ridiculous it shouldn't be qualified with a response.

Cedar Point's Power Tower is overall the taller ride at 300 feet, in comparison to Valleyfair's Power Tower at 275 feet.
BUT
Valleyfair's Power Tower has a greater descent at 250 feet, while Cedar Point's Power Tower is 240 feet.
