it is US Army Corps of Engineers (note the spelling) and here is a link to their page on "Wetlands and Waterways Regulation and Permitting" My parents had to deal with them when they wanted to expand their dock at their old house.

We all know CP is not out of space, but nowhere in the original post was a lack of space insinuated. I interpreted the question posed as "Can the park [regardless of how much free space is on the peninsula] build into the lake *if* they wanted to?" Simple question.
The park once had a boardwalk and a water-side coaster. I think it would be nice if, someday, they rebuilt a part of their history...sort of like the "Old Kennywood" portion of that park.
If this has been rehashed before it was a topic I didn't follow. However it seems the answer has already been given [yes on the bay, no one the lake] and so perhaps its time to move on.

Moosh: WT is very, very far from the water's edge (even more than usual as Erie is at the low end of its depth cycle). The back edge of the electrical building probably isn't more than 20 feet from where the fence used to be. It's also about six feet above the sand.
Aside from being cost-prohibitive, there's no reason to build over the lake. The bay would make more sense. ;) Just kidding. Cedar Point does not have a space problem(TM).
