Hmm, that's the worst place to valley. They would need to close it for the day or more. Someone asked if they pull it through & it was said it's quicker to take the cars off & move them.
Maybe they should lose the loop, then it won't valley. Ok, lose the CR as well. :)
Is it possible for an Impulse to valley?
On our day at SFGAm, the damn thing vallied just as I was about 10 minutes from getting on....the ODD part was that it vallied IN the station, just rolled back and forth, back and forth, through the station for about two MINUTES until the thing finally came to a complete stop.....
I waited for the testing, and for the weather, etc....got on about an hour later...one spin....wanted to get back on, but had to go "meet up".....bummer....at least I got my one....CHECK!

I do not see how it can valley. The only thing I could think of is when they bring the train up the tower it must not go high as it should so the train does not have the speed and valleys or maybe something is wrong with the breaks because I believe that there is a break run between the loop and the cobra roll.
