Is it stain? Wolmanized pressure treated wood is green in color, and will not take paint (at least not very well as I recall).
I thought I read somewhere it was stain but pressure-treated sounds more logical.
To me, that looks waaaay too dark of a greenish-brown color to be from pressure treating. Besides, when pressure treated lumber ages, the green color turns more of a gray.
It looked almost black when I was there Sunday.
