Probably already approved, and they're simply applying for the permit to build the footers. the County has certain criteria that the park probably has to follow in order to build certain attractions.

There's no way the 05 ride/rides could've been approved without some sort of public hearing when,if speculation is true regarding the prosllide tornado because that attraction didn't exist in 99 when the conceptual plans were revised by SF....a good case in point was with PBR,we didn't see any permit request for it on the county site because it was already approved back in 99.
Either that or the park is trying to keep new rides as secret as possible by asking the county not to post the permit application request results on their website.

You aren't paying attention!
ANY ride that is deemed "Portable" which only needs a "pad" does not need a public hearing! That's why PBR didn't have a public hearing and why those additional rides in the middle of 99 showed up.
The county requires building permits for the construction of the rides platforms and etc, but not a public hearing, unless it's considered permanent.
However if you look at the site with the permits listed, you'll notice that a natural resources study is under way which means that the "addition" is potentially large rather than small.
