There are 5 'themes' in the game. Each ride can be built as one of the 5 themes.
I read that too, but there's some inconsistency here. For one thing, I doubt all of the rides will have a skin for every theme. The way they worded it seemed a bit too vague to me... Also, the review I read (gamespot) listed the 5 themes as space, wild west, adventure (jungle), generic, and spooky.
However, the screenshot here looks an awful lot like castle/medieval scenery: http://www.gamespot.com/pc/strategy/rollercoastertycoon3/screens.html?page=49 (sorry for the ugly link...)
????
This brings two possibilites to my mind.
1) That the 5 themes are all they have finished so far, and they may have more available by the time the game ships (a guy can dream :P).
2) That the expansion packs this time around will not attempt to be "upgrades," but rather are simply rides/themes that were intentionally left out of the base game to better improve expansion sales. :/
I just hope the expansion packs come out soon after, as I don't know what I will do without my beloved pagoda and castle scenery. :(

Rides are only available in 5 themes, but more than 5 themes will be available for the game.
Kind of like in RCT2 there is spooky theme, but no selection on each individual ride (where you pick the station style) for spooky. Egyptian, Scary, Wonderland and others don't have the option for station style either.
I think we'll have building pieces/scenery in more than the basic 5 themes, however the rides that can be themed will be available in up to 5 varieties.
This makes the "coherent theme" thing seem even dumber than it sounds already though...
