I say add the coaster. Its a known fact in the industry that coaster draw crowds. By adding the jeep attraction, the park would be taking more of a chance then by adding the coaster. If done properly, this coaster could be the best in the park if the right elements and themes are added. Having a T-Rex constantly trying to eat you or having raptors jumping up trying to get you would be very scary. Perhaps even involving the river adventure along with the coaster would be an added bonus.

I thought the Dr. Suess Land was a huge waste of space - nothing very exciting there. I also thought that the park would get quite packed and unwalkable during peek times. I probably won't be going back anytime soon unless they add some new attractions. I went on a day when the longest wait was 25 minutes. I don't think I could handle waiting for an hour for Dr. Dooms Fearfall. Very dull.
I think that Suess land could be spiced up a bit with a major attraction (since it would be too hurtfull to redo the entire section). The park could add something to the JP area such as a major coaster and just have it soar over the area rather than the P flyers deal. I would rather see that then a Jeep adventure. They could put the jeep ride over on the US side.
All in all a great park.

Oh the irony. (I realize it's a bad use of quoting, but the arrangement helps the irony ;) )
I wasn't disappointed.
2. The Aviary Flyer coaster was intended to open during 2002. The coaster was going to fly in and around a steel dome structure much along the lines of the aviary in JP3. However, when the Vivendi merger talks were taking place, Universal was for what ever reason unable to sign the contract....much to the joy of SFOG. BTW, the seats on S:UF at SFOG were modified (the actual fiberglass) to allow for larger riders after Gary Story was unable to fit in the restraints.
3. The T-Rex attraction was going to be a hybrid dark ride/coaster. B&M dive machine in fact. It was going to combine the rex jeep attack from JP1 with the rex attack on the trailers in JP2. Your vehicles would be "damaged" buy the rex and then pushed over the cliff from JP2 (the "drop"). The idea eventually evolved into Revenge of The Mummy.

It all makes sense, too. That's more than I can say for some of the other explainations for vaporware attractions in our favorite parks.
Personally, I'm glad that IOA doesn't have any new B&M coasters in the park coming any time soon. They seem to have a hard enough time keeping the ones they already have in good shape. I swear that three weeks ago both of the dragons and Hulk were all shuffling more than a Vegas blackjack dealer. (Although, my friend whose home park is Alton Towers exclaimed "What a smooth ride!" after we got off of the dragons, which makes me wonder how smooth Nemisis, air, and Oblivion really are... :( )
