I'm not an authority on the subject, really, but my guess would be that the water park is successful without huge additions on a regular basis, so there's no need.
Because CP is so much of a "resort" type place I get the feeling that even if Soak City DID get larger attractions more often, the attendance increase would not be large, and would probably just cannabalize attendance from CP itself for the most part.
Occasional additions for the capactiy purposes is probably the way to go for the most part.

You must be forgetting the "September effect", when the new freshmen get to their dorms and discover unlimited bandwidth free from the shackles of parental supervision.
Most of them just download pr0n through bittorrent, but a few will find their way here...
