Make an off topic forum?

I thought it might be a good idea to make an off topic forum 'cause then people might not be inclined to post wierd topics in forums they dont relate to.

It's not a problem. People don't post off-topic stuff because they know better. If people want to post things on the Internet, there are plenty of other place for them to do so.
