Look at the outter circle of lights. There are four unlit sections. They move with when the wheel moves so it is not something between the camera and wheel blocking the lighting. They are also not blocked by any of the cars as they are mounted on the inside. If you imagine the wheel as a clock there are unlit sections at approx the 10, 1, 2, 3, and 4 o'clock positions. Upon a second look there are also some sections of the spokes unlit.
I had the same reaction, but hesitated to make the "Bad Show" comment for fear of being labeled the Disney dweeb that I am...
That's quite dazzling but I do have to agree that it's "bad show" with the missing sections.

Here's a longer video showcasing more of the different color arrangements/patterns on the Fun Wheel's LED lighting system. Some of these are really neat.
If you forward into around 6:15, I think that's the best one. The wheel appears to completely disappear and the LED lights simulate exploding fireworks behind the Mickey face. Real cool.
