As nearly as I can tell, it was a simple case of "contempt of cop." Cop says "Stop!", suspect runs, cop shoots suspect, cop figures suspect deserves it. Honestly, unless the cop in question had requested some of those outstanding warrants, do you really think he knew the length of the guy's rap sheet? But he knew he was a suspicious character, knew he had some reason for fleeing, and knew he was reaching for something. Unfortunately, this time, the cop's instincts were wrong. Does that excuse the cop? Absolutely not. But the suspect wasn't exactly angelic himself. The bottom line? They're both wrong. Unfortunately, one of them also happens to be dead.
