Heres my theory:
If the park was in the sf chain before 1985, and has several quality attractions, its a tier 1.
If the park was recently added to the sf chain, and possesses the normal assembly line of boomerangs, SLC's or any other overly - cloned ride, it should be down a bit on the scale. HOWEVER! I realize may parks started off as a "clone" park, but have improved dramatically (sfmw, sfa, sfft, maybe sfne).
You must also take into account how much each park spends on a yearly basis and its attendance numbers. Like 2hostyl said, sfmm, sfga, sfgadv, and sfwoa are probably the highest on the list.
