Land is filled in lakes all the time. How do you think those long walkways out to the lighthouses got there? Also there are platforms. Half of Indiana Beach's rides are on platforms. The rest are on land that has been filled. Look at Navy Peir in Chicago. It is over the water.
Navy Pier is not over the water, it is built on a man-made peninsula measuring almost 1.5 miles long ... http://www.navypier.com/SubLink.cfm?Main_ID=25&Sub_ID=44

""To be the man, WOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO!!!!, You got to beat the man""!!!
Ok...I see what he meant now, but there is also one BIG difference...Navy Pier was comissioned by the city/state government at a whopping cost of $4.5 million in 1914 (which would be 77.5 M in 2001 dollars)
Anything CP would want to do would have a lot of hurdles to jump - not just financial issues but also environmentalists, and general bureaucracy and the associated red tape...

Just a little flashback here: Many people said that they could build in the parking lot. Now I just thought of something. Are you guys talking about the main parking lot or the Gemini parking lot? Because I have a feeling that the Gemini parking lot could be used before they put in coasters in the main lot.
