While you are right in saying that the foundation has been poured, vertical construction will not begin later this week. The concrete will need at least two weeks to cure before it is deemed suitable to be built on.

Actually no(in a way) they won't... Several people in my family are involved in construction. They said that vertical construction in the form of maybe just the station could start late this week(next Saturday or Sunday). The bigger the footers the longer they need to sit. And by looking at the photo and in real life there is a few small footers. Plus footers were poured last week so by next weekend it will be a week and a half.

I don't really think that CP is strapped for money for new attractions.

With a quick little computation:
3,500,000 (annual attendance) x $30 (rough average entrance price) =$105,000,000 enough to build four MF's in one year.

Keep in mind this is a very conservative and strictly ballpark estimate. I realize that park operations cost a good deal of money, but I didn't even figure in the mass amounts of money that guests spend in the park and at the handful of CP resorts.
