Cameron: Since the Edmonton accident was caused by the car body separating from the chassis which remained attached to the track. I doubt that track design would have had any effect on an accident where the failure occurred well above the track level.
Outside guide wheels make for cheaper track, but more expensive trains. Inside guide wheels make for more expensive track, but cheaper trains. Either one is unlikely to have much impact on safety.
Another unusual feature of the Quantum Loop track is that the sections used to make the cross members of the frame work are not round.
