Yes, Playa. The original idea was to build a portable ride. As you can read in the linked articles (which are painstakingly translated by us ;-)) Mr. Gerstlauer had this idea on a lazy sunday afternoon and scribbled it all on paper. He thought it was an attractive ride for fairgrounds, but the only ones interested at Interschau 2001 seemed to be parkowners.
As you can see on the pictures at the Gerstlauer factory, the ride that is going to Belgium is as well portable.
I guess that these rides will be hard to market for bigger parks who spoil their guests with new recordbrakers. Unless they theme it to the hilt which could be quite easy and challenging. Just take a look at that horrible "Indiana Jones Ride" at Disneyland Paris. This is actually a mocked up carny ride (and a bad one)but people will line up for hours.
For a price that is about half of a Vekoma SLC I really don´t understand Magic Springs decision. Consider that the capacity is about the same, you´ll even get a US recordbreaker for your money.
I was told that this SLC was sitting fabricated in Vekoma's yard (with most people saying it was meant for Jazzland). Therefore, Vekoma just dropped the price until they could move it and at least make something on it instead of having the track rust away. Perhaps the courts mandated the sale of the coaster below market value as part of them getting out of bankruptcy.

I remember that the SLC for Jazzland was in the pipeline for quite some time and it was cancelled before the park went into transformation. They opened at least one new SLC this year in Terra Mitica. So they might have had one left?! :-)
Go Gertslauer! I'd buy two of those for the price of a Vekoma Severe Looping Craniumbasher.
