Maybe they were going to do some elaborate moving themed ride somewhat like Spiderman, but since the movie flopped they decided instead to spend less money on the ride by building a flat ride in a box in order to lose less money on the whole TR endeavor. And yes I do believe the movie flopped, the 24 cine down the road from me dropped it pretty quick for all the hype that surrounded it, yet they are still running Pearl Harbor.
Umm. Maybe you need to get some facts straight before you go as far as making a statement like this. For starters, the movie nowhere near flopped. It's records and accomplishments were:
*Best opening ever for a film with a female lead($47.7 million beating Charlie's Angels)
*Best opening ever for a film based on a video game
*Best overall intake for a film with a female lead($131.1 million and counting)
*Best overall intake for a film based on a video game
*Second best opening ever for Paramount studios
*Top grosser of the year at Paramount
*One of the top selling video game series ever
*One of the top ten grossing films of the year in both the US and the World
*Paramount's 5th most grossing film of the past film years
So, I wouldn't say I'm too surprised that Paramount wants to make this a franchise with more sequels, theme park tie-ins, etc. Especially, when the other 4 better grossing titles of the last five years at Paramount(Titanic, Deep Impact, Runaway Bride, and What Women Want) aren't obviously 'franchisible' in that Tomb Raider or Batman sort of way if you know what I mean. If I ever see a sequel to Titanic...well, I definitely won't be seeing it and I'll finally know that the film industry has finally hit that 'deep impact'.

The building already brings a whole new look to the area. While I have my ideas of what the ride will be, I will say I don't think it will be a Huss Giant Frisbee for the sole reason that the building doesn't stand 137 feet tall. The Giant Frisbee is to swing 137 feet above the ground!
For those still expecting a coaster, or something with track, go to PKI and give the new building a look. You may change your mind rather quickly. =:^)

Look at the footer in these pics.

It looks to close to the wall for a top spin to me. Interesting to see part or the wall going out there, so it may be some kind of spin-n-puke ride. Maybe I'm wrong, or maybe that is not the footer for the ride? We'll see next year.

Koaster King, some of your info about tomb Raider is wrong, first off it is not the best intake for a movie with a female lead just look at one of Paramount's prior blockbuster hit, Runaway Bride grossed 151 million and Julia roberts was the main character. Second, Tomb Raider is no longer in the top ten grossing films in the US for 2001. while the opening for tomb Raider was spectacular 47.4, the final gross which is around 136 million is not that impressive, many analysts and the Paramount company predicted the film to gross about 200 million. So the movie definitely did not bomb but was not as huge as many had expected. Paramount still has made a lot off of the tomb Raider franchise and it is justified in the way they are relating the ride to the movie and game.
Tomb Raider is indeed the best opening for a film with a female lead, because Julia Roberts was the co-star or co-'lead' I guess you could say with Richard Gere and the film did center around his character more than her's. There's Something About Mary is that way for the same reason because of Ben Stiller or it would take the final take record, I believe? They pretty much judge that record by how much the box office lies on a single actors shoulders. And it's 100% Angelina Jolie here. For Julia and Richard it was about 50/50 although Julia is arguably the bigger draw.
Second, can you get me something that shows Tomb Raider is no longer in the Top 10 US B.O. films for 2001? I have it's sitting at number 10( http://www.boxofficemojo.com/yearly/2001/ ) in the US and number 8 in the World( http://www.boxofficemojo.com/yearly/2001/world/ ).
Very true that the expectations for final gross was quite higher, I believe Paramount was very pleased in the outcome anyways. I personally believe their original prediction was way too high. I'm also not surprised that they want it to be a franchise. Batman & Robin practically bombing in more ways than one didn't stop Warner Bros. from building more Batman rides. So, I bet even if TRTR bombed, it wouldn't have given second thoughts on anything about the ride. I mean, if it's fun, people are going to hear about it, go, and come back which has a lot more potential than the name ever would. Titanic is the biggest moneymaker ever and I strongly doubt making it a ride as a Mondial splashover would help the park any more than calling it by another name. Neither would renaming King Cobra 'Snake Eyes'. Does anyone really think people ride Top Gun or Drop Zone or The Hurler because of their movies? I don't think so. I sure don't.

The proper statistic is that it is the highest grossing action film with a female lead.

Heh. Isn't that the only one? Except for the phenomenally popular "Next Karate Kid".

I rode "X" and never went upside down.

Maybe I should have said highest grossing film with only female lead(s)(since it did take the record from Charlie's Angel's.
BTW, I think that it could be a flat ride but haven't we already seen lots of the big fancy ones? I say it does have track. That's really my only idea. Some of us will never know until that opening day...
The links you have provided do show a footer for the ride, but only one. Later photos showed three footers. The footer you are talking about would indeed be too close for a Top Spin to swing out, but what if that footer was a 'side' footer. The third footer inside the building now is located between, and behind, two of the 'side' footers. You can see the outline for it in the pictures you are talking about.
While there are quite a few posts here from people trying to guess what TRTR may be, I am going to go the other way and guess what it won't be.
I don't think it will be a version of a Frisbee, a roller coaster, a dark ride with track, or a Universal "let's watch a flying cow on strings fly by us while we stand" type of thing.
I will leave it at that. =:^)
