Is this the same Rocket that was torn down in the Mid 80s and rebuilt as the Phoenix at Knoebels in Pennsylvania.

No. The Rocket in this case was really located at Ocean View Park in Virginia. Yes, Virginia, it wasn't in California. Although I notice that Calder did a California-style investigation of the Rocket incident....... (no, not really; that's just a visious rumor.)
