Isn't it 'proverbial'?.. as in relating to a proverb (a general, higher-thinking phrase used in more specific situations.. as in 'the ball is rolling' to mean that the sequence of events has been started :))

Sort of as in "proverbial smart ass." (insert smiling faced doohickey here) Maybe preverbial refers to a phrase that will someday be a proverb but just hasn't caught on yet.
