That's pretty much all they do - rent out the park to private groups. I can't imagine it costs too much to book.

It could be they decide to book a number of groups for the same day, and just assign them to different pavilions for their meals.
The company that took over my office had a picnic @ HP earlier this month. (It was the first time I was ever at a company picnic in a park as an actual employee.) I noticed that over the course of the day, there were 5 or 6 different groups booked into the same catering area.
We had around 200 people total. Multiply that by 5 or 6 groups using one pavilion... multiply that by 4 or 5 separate catering areas... and that's probably still a small percentage of the number of people who were in the park that day.
