That man would be none other than Buck Buckley himself. I could have sworn I read in a discussion somewhere that he is not purposely standing up in that photo, but rather experience the effect of a backseat solo ride on the Georgia Cyclone. I don't know whether this is true or not, but it would fit his personality as being someone very opposed to this sort of behavior by enthusiasts and GP alike. The quote listed on the page even states:

Not trying to necessarily defend Buck, but rather just trying to give the other side of the story that may in fact prove to be the true one.

I couldn't agree more. The only person who knows if he is trying to stand or being forced up by the ride is the man himself. Without that, the best opinion is probably the photographers'.
As for the other, I don't know, the page is not working for me.
