On the America's Greatest Roller Coaster Thrills: The Ulitmate Scream Machines DVD, there is an interview with some of the IOA planners. They explained that they tried different wheels to make Hulk as loud as possible, since the roar fit the character. For DD, they packed the track and tried different wheels to make it as quite as possible to better create the senesation of riding a dragon. Only IOA would take thememing so far as the accustic properties of a coaster!
Actually BGT did too. Kumba (which means roar in the African Congo langauge) has wheels that make it very very very loud.
And the sand is in the spine, because the roar is caused by the noise of the wheels reverberating (say that 5X fast) inside that huge spine. That is why Arrows, for example, do not roar. (they don't have huge spines)
