Actually, I'm pretty sure the spine is filled. The hollow spine is what creates the "roar".
...or am I totally off here? :)

yea, i know for a fact hulk wasnt silenced. could here that anywhere in the park. yet what confuses me is why dueling dragons is silenced, but hulk wasnt. dueling dragons didnt have sand in the spine though, instead, gravel in the supports.

What exactly are you talking about? Hulk isn't dampened, silenced OR quieted. It's quite a roar coming down that hill out of the zero G roll. I have a video of the first part of the ride filmed from the bridge.

Sorrrrrrrry folks! Parks closed. The moose out front should have told you.
Hulk isn't dampened at all. But, DD has filled supports and spines and noise dampening walls to block out the screams :)
The lastest coaster to be sand filled is Xcelerator. It's track was sand filled and capped just before the trains were brought in.
