With seemingly ACRES of unused land to build on and use, why is SFGAdv building this coaster in the parking lot?

To anwser the question, didn't the city or township (or whatever) government decide that they were not allowed to build the new ride anywhere else? I remember reading that the park had a few other spots they wanted to build it, but it was undeveloped land that the gov. didn't want developed.
And that leads me to wonder why the gov. has the right to tell anyone what to do with the land one owns. The gov. doesn't own it, do they? Thank godness they prevented the coaster from being built somewhere besides the parking lot.
