You would be surprised how serious certain parks get when it comes to banning. I can name one park in particular that not only sent out a list of people that were (thankfully) banned, but went as far as letting every single employee in the park know of a certain trouble maker.
A couple of other parks I know have security looking out for trouble makers when they have obviously broken the rules by doing something they shouldn't have. Parks also talk to each other quite a bit when it comes to security and trouble makers.

The trims weren't on. It was an extremely strong gust of wind.
^ IIRC Millennium has rolled back twice. Once on the "Magnum" hill, and the second time on the island.
CP has the worst high-wind problems than any park I know of.

I also distinctly remember a Blue Streak roll back going into the turn around (reason for the anti-roll backs there). Call comes into Raptor controls, "Hey can you move your camera and see if our train is stuck". "Yep, in the turnaround", "OK, thought it had been gone for a while."

I've been banned from a park for 6 months...Knotts Berry Farm actually, and although I did not dare enter the park, I went to the Chicken Dinner place with a beanie on, haha. I think being arrested is more of a "intimidation" to keep people off the premises, seeing a "banned" person on property has got to be difficult.

Wind maybe strong but come on trains on coasters can be thousands of pounds. I would think they would have the park shut down before the winds got that strong.
The only way I can see a train just stop would be if a wheel broke and was sliding on the track.
