SFA would like to connect the dead ends, but the distances are considerable, and it won't be worth much if the connections are just bare walkways. Adding attractions along them calls for lots of money. Remember that the pathway to SROS and Batwing still needs attractions (and a restroom) to fill it out. SFA is looking at some cheaper alternatives to give you something to look at along connecting walkways.
Replacing TOD with and S&S Double Shot might be a sensible improvement, but with the space in the Gotham City, it may make more sense to keep TOD and add new attractions in Gotham City.
As several people have mentioned SFA has improved operations dramiticly. It's not the shadiest of parks, but I've been to much worse, and they have planted a lot of new trees.

Still, being a manager is not a very big deal. Being a Director means you're the big dawg. SFA has four directors. Operation, Revenue, Maintanance, and Entertainment.Just to clear things up....
