And those are definitely real tires. I can go to a NASCAR race up at MIS (hey it's 10 miles from me) and pick up some used ones as souveniers for ten dollars a piece. In fact I have a killer cofee table made out of them and some glass.
Racing tires are pretty much worthless after they have been used and they have to be disposed of some how legally. If they are sold the disposal and costs associated with disposal are turned into money coming back in.
I woudl be extremely surprised if Good Year paid CP to use their tires.

According to the concept art, the only thing that will really be painted is the supports for the roof. Those will be the bright yellow color you can see on the webcams right now. Otherwise look for some concrete and checkered black and white here and there.
