Sometimes it comes down to the Employee who is a little Board one day and sees someone doing something little and lashes out for amusement. I have had my fair share of employees like this.
Especially if they're a little board.

Actually the Mighty Canadian Ballbuster photo was taken from the bridge that leads from the waterpark back to the main park, but the comment wrt the waterparks does have merit. I know that I have taken to trying to get my reference photos of kiddie rides between cycles, preferably when there are no kiddies present for just these reasons.
I had another interesting experience back in '91. I was at Cedar Point for the ACE Spring Con, if I remember correctly, the first ACE event to be held at Cedar Point since 1978 or so. Anyway, it was Saturday and the park was hot and crowded and a bunch of us exited the park through the back gate and walked down the Perimeter Road (the Soak City parking lot did not exist at the time!) to take photos of Mean Streak from the gravel pull-offs on either side of the road back there. Of course, this got the attention of the CPPD. The officer who dealt with us was nice enough; once he realized what we were doing, he allowed us a few minutes to get the pictures we wanted, then he "moved us along" to the back gate. I daresay, it is the only time in my life that I have ever been thrown *into* an amusement park. Yes, thrown *in*. As in "politely asked to enter".
