For The CB Games when somebody downloads something they should have to rate it and tell why they rated it other than haven people rate it just because they feel like it and have peoples ratings drop

Why? If you're uploading your files just to have them rated, I think you're doing it for the wrong reason. I download a pack of files and look at them, but rarely rate them unless they were particularly good or bad.

Another thing is that people can't rate it until they see the ride, and for most that involves getting on the net. It would be pointless for Jeff to code something that keeps track of what you downloaded, and what you have yet to rate.

Or better yet, give the uploader a list of the email addresses for the downloaders. Then the uploader can email them and ask how they liked it later. ;)

Geez, just download it and rate it. Most of the tracks are worth it.
