Is PKD & BGW gonna get a fast pass system?

I know this may sound really stupid, but can someone explain the fast pass system to me? This is the first I've heard of it.

It's your fast track to fun! New in 2001, this FREE program offers guests the opportunity to make reservations on some of the park's most popular rides. FAST LANE is available on a first-come, first-serve basis at Guest Relations at no extra charge (contingent upon ride availability, maintenance, weather and other circumstances).

Down with the Fast Pass system!!! I saw it first-hand not too long ago at AstroWorld and I hated it. It made lots of people angry and resulted in longer wait times, especially for front row seats (FP people got to swipe front seats -- can you believe that?!?!). I posted a bit about it in my trip report "TX Six Flags Parks."

At DCA, you go to a special area near the ride entrance where you slip your ticket stub into a machine that spits back a "Fast Pass" ticket that is stamped with a reservation time for you to come back. When you come back, you get to wait in a shorter line and will get on before folks waiting in the 'normal' line. The reservation machines will only allow you to nab fast Pass one at a time.

Kinda cool idea...but kinda frustrating in practice.
