Like Jeremy said, twisters ala the Legend can track as smooth as glass but the sudden changes of direction can throw you around in the car...painful, yes. Rough? Not in my book.
I always think of roughness on wooden coasters as being when the cars is noticeably tracking like it's a jalopy with bad shocks going down a pothole laden road. Examples locally that come to mind are the hideous Wolverine Wildcat @ MA and Raging Wolf Bobs @ SFWoA. SOB also rode like this in 2000 though I'm not sure if it's improved now. And allow me to clarify, I'm far from anal about coasters being rough, a little bit of bounce is fine (witness stuff like the Hershey Wildcat which has some nasty bounce filled sections of track but is completely re-rideable if you simply lean forward in your seat a bit) but when the bad tracking is leeching speed from the train and jarring you repeatedly something *must* be said IMO.
Most of the "rough" steel I've been on could be completely fixed with better restraints. The Vekoma SLCs and Arrow Mega Loopers are the most widely regarded rough steelies and they'd be *fine* if someone would just come up with better restraints. For proof just look at the difference between pre and post OTSR rides on the Premiere rides like OL:FoF, Chilller & Freeze. Magnum is often cited as being rough but again, this has more to do with the painful Arrow lap bars than tracking (though it does shuffle in the pretzel but nothing too out of whack IMHO)
I actually think the view of roughness many people have is a shame, it's because of this overwhelmingly negative view toward sudden changes of direction and the resulting forces that very few high quality twisters are being built anymore and when they are people always complain about the comfort level.
The Legend is a prime example of this. The ride is undoubtedly one of the most brutal twisters built in the past 20 years + and as such has enjoyed rave reviews from those of us who like the old school "rough and tumble" rides. Unfortunately, a lot of people again confused violent with rough and complained bitterly about the Gerstlauer trains on the ride because they were getting bruised legs. So HW, being the class act that they are invested in the new PTCs but to me it was faulty logic by the complainers to begin with. The people like myself who already considered Legend the king of coasters loved it just the way it was with the G-Trains while the people who were complaining were typically fans of more out and back designs like Timbers. No matter what train is running on the Legend it's *still going to be a twister* and it's *still going to have a lot of nasty changes of direction*, it's just that the PTCs will cushion the blow a little bit more. I don't think the PTCs will win over many of the complainers and they'll certainly tear up the track more than the G-Trains but such is life in the world of wooden coasters I suppose.
