I always thought the shoes mandate on water rides was incase of a breakdown/evacuation. Those steel staircases down the side of lift hills are that grate style, primarily so they aren't slippery when wet (no pun). I'd imagine walking down those barefoot wouldn't feel particularly nice.. or the fact most shoes would have better traction when walking down vs. no shoes

Floorless and Inverted coasters utilize similar evacuation procedures (if anything, they are more complex), but don't require shoes.

But lose footwear on said inverted rides could be very hazardous to the safety of *others* which IMO trumps any discomfort the riders may experience walking barefoot down the evacuation stairs.
