At 200 mph bugs feel like rocks pelting your head, eyeballs dryout and glew to your eyelids, your windblown face gets pulls around your ears. Past 120 mph coasters become scenic wind tunnels not appealing to the masses. Bragging rites for the fastest coaster may be the only reason for a park to want to build a bullet coaster.
