Not to get all conspiracy theorist on you, but there's very little incentive for the US government to do anything about it. The telecoms lined up to provide the government with all the warrant-free personal customer info they wanted after the Patriot Act was passed. There's no reason to believe other industries with copious amounts of personal data haven't/won't do the same. The government doesn't need to follow the playbook out of 1984, private industry has already done the work for them.
