I also see Winterfest being a hard sell as BGW has a very popular established Christmas event, can the market in VA really sustain two theme park Xmas events?

That doesn't seem obvious to me one way or the other. If there's a lot of overlap in the markets and limited demand for winter events, it might only be enough to make one park profitable, but not two.

The key is to know your market.
Here in Chicago, from where I work, there's a Walgreens across the street. Walk half a block north and walk four blocks east, a Walgreens. Half a block north and three blocks west, a Walgreens. Walk eight blocks south on Clark, a Walgreens. Eight blocks south on Halsted, a Walgreens.
They all thrive because Walgreens corporate analyzed traffic patterns, the immediate area of each store (one is a half block from the el stop, capturing locals getting off the train, one is across the street from a hospital drawing in not only patients and their families but hospital workers hankering for some of that delicious Walgreens sushi, for example), and other factors.
So I think KD could have a successful winter event.
