Screamscape has posted a "warning" that the rides in the North Carolina side of the park will likely be closed starting Monday. But I also don't see the language that this all has to be done by Monday - just that new regulations begin Monday. And I'm sure Cedar Fair has likely been doing this stuff all along.
I promise I'm not trying to be the grammar police here... But since this is a legal document, precision of grammar is important.
If I read the first sentence literally, it seems to state that the "owners" of tubular steel require structural testing, not the actual steel. Of course I know what they mean, but if this document ever ended up in court, this might be an annoying technicality.
If I'm not mistaken, the split state thing has been an issue with this park since day one. Taxes, warehousing, health permits, inspections, etc. Unless something's changed, NC and SC sit on opposite sides of the fence and are bound to follow each state's rules.
Maybe our Tek knows more about it than I do.
The good news is that major themers like Carowinds and Cedar Fair have already found that it behooves them to follow the strictest safety procedures. They have an off season which allows for disassembly and inspection. This edict is aimed at everyone and will include smaller operations, traveling shows, and those that may not be doing their best in that department.
Rides are inspected and under the jurisdiction of the state the operating booth is in. So rides with a booth in NC are certified by NC, and rides with booths in SC are certified by SC.
Lance at Screamscaoe is acting like rides will have to close on the NC side, but the memo is very clear. Like kpjb said, the permenant rides are already certified for this year, and Carowinds may already do this testing if the Mfg. recommends it.
The wording is really to make sure that portable rides coming in to the state have to be inspected annually to be certified, starting Monday. This is obviously a response to the OH accident.

Ever ridden an elevator in North Carolina? That name is on every elevator inspection certificate in every hotel elevator in NC. I too found it mildly amusing and after I noticed, I started looking for in at every hotel I stayed at.
