If there's very few long lines, then there's no reason to buy the fast lane pass. Which means the park won't be selling many fast lane passes. Why would you pay 55$ so you don't have to stand in a 20 minute line at most.

A good marketing program that makes you believe either:
1) There will be lines
2) Your experience will be better with FLP.

Perception, not reality, is key.

BTW, Perhaps Disney posts wait times to sell FLPs. If a park isn't selling many FLPs because lines are nonexistant, I bet a park is less enthusiastic to set up a system to post wait times.

If I ran a theme park, on a slow day I would just take a train or two off of each coaster so the lines would get long. How else am I going to sell front-of-the-line access when the park isn't busy? Making as much money as possible is WAY more important than giving paying guests a good experience. If they want a good experience, it's going to cost them extra.

Did I mention I buy the on-ride photo of everyone on my train, everytime I ride a coaster. Not just every row of seats... Every person.

Maybe for the first time I ride a coaster...maybe. (Though usually not for me.) After that, I'd rather be on board as quickly as possible as many times as possible.
