I don't count the small parks out of the under 10m market anymore. Some have been able to find ways to do it. Being used, Already built but not delivered and available at a discount ect.
I don't see Knoebels being a risk taker though so that rules out mortgaging everything to do something off the hook, However their decisions basically have been smart ones and ones that compliment their park and needs and not YOURS :)
Knoebels IMHO isn't in competition with anyone even though Hershey, Dorney and several other parks are not far away. Keeping the park affordable, Enjoyable and most of all Fun to visit is their ONLY concern.
