While the CPSC has authority over traveling carnivals, they do no inspections or do anything else of a preventative nature before an accident happens. They only act after an accident occurs. They will probably investigate this accident, issue a report, and make recommendations for corrective actions for rides of this type. Obviously, this kind of government control is very limited in it's effectiveness.
Actual inspection of carnival rides is a state by state issue. In some states it is done well, in some states it is not well done, in some states it is not done at all. In any case they inspectors cannot be a every ride every minute of the day, so much of the responsibility for safety has to rest on the ride operator.
