Jeez man, you're only 13. Come time for you to get ready for college you will be longing for these days. Enjoy them while you can. :)
To answer your question, I think 16-18 years is the norm for most states. At the park I work at, you can run the kiddieland rides when you are 16 but have to be 17 to run major rides.

Lets see, When I was 12 back in '81 I ride oped everything at Strickers Grove till mid season then the state said you had to be thirteen and I was put in the concession booth or game room (Skeeball).
The next season I once again ride oped everything including the newly pnumatic equiped brakes on the old defunct herschell kiddie coaster. (Man was that bar hard to pull)
Since that time Ohio's is 16 for ops.
