No, the Whizzer is just powered for the lift. Just like a chain does for other coasters.
True powered coasters don't make it through their course from gravity. They are moved through part or even the whole course through something like a tire drive.

A powered coaster is usually a coaster with an onboard engine which powers the coaster.
You can see the powered-track of a standard Mack powered mine train quite clearly in this picture.

You can see in the middle of the track there are a fair few 'lines'. The thin ones provide the power to the motors, and the thicker one is a flat rail that the tyres mounted under the train drive against.
