Most steel coasters were not designed (structurally) to deal with the stresses imposed on them under lower temperatures. When it gets colder, steel becomes stiffer and less able to absorb force. While CP probably designs them better than most parks in this regard due to its location, I highly doubt that they would run it when it is below 25 degrees due to safety reasons.
