I guess so that axel grease and other wheel stuff doesn't fly out onto the riders. The ones on Vekoma trains are plastic covers. They can kind of be seen in this picture:

You see the canvas crap-catchers on the suspended coasters because the couplers and wheel assemblies are located between the cars, and so the covering has to be flexible. On inverted coasters the wheel assemblies are above the cars, so rigid pans can be (and are) used instead.
Incidentally, those "hydraulic cylinders" mentioned earlier in the thread are automotive-type shock absorbers.
