Minimum rotations per feet

How many feet must a 4th Dimension train tavel over in order for it's seats to make one complete revolution?

It depends on how long the rotation is suppost to last, it can be almost any number of feet to do a complete revolution, minimal, I would say about 50 feet worth of track to have a smooth revolution.

Going how fast? In the Arrow sample clip included in one rollercoaster show, it did at least one flip in what looked like 20 feet. However if I were going full speed on X I would want more space than that for one revolution.

It doesn't matter how many feet of track, but how rapidly the 2nd set of rails changes elevation. The faster they change, the faster the car rotates.
