That policy was instituted about a season or two ago.
The decision was made because of the ever growing amount of teenagers populating the ride, vandalizing it as well as commiting questionable acts in front of children riding the attraction.
However, the outcry from the public was so strong PKI dropped the age restriction within just a week or two of operation.
Adults can ride without children, however riders are being watched more closely and rule breakers are being confronted by security who now has videop tape as evidence.

It is a waaaay above average dark ride. The general rumor is that the attraction may be in it's final days of operation this season.... I personally would hate to see it go.
