What it takes for a coaster to go for the records

I saw SFMM thinks they're the "Xtreme Park." They are, but NOT in the way they think so. They think that they have 15 coasters and they are the capitol. Inncorrect! There are a couple things required to count:

1. The coaster must be over 30 ft. tall to count

2. It must be gravity powered. This means it must have a lift hill as opposded to  lim motors or compressed air.

Since when did a coaster have to be over 30 ft. tall to be considered a coaster?
