Buy More coasters and stuff, Just buy all these small coasters and attractions. You will loose money but you will get a high park value...
Just build a great park! Use themeing/decorations/flowers, put up lights in addition to benches and trash cans, etc. I have more tips related to Cedar Point/RCT on my website, if you're interested.
I had a hard time figuring this out too. I would build rides, only to find that the park value is the same. The ride has to be open for a few minutes for the park value to go up.
