UCF professor here says its doable. Says he teaches the only underground construction course in Florida. Also says there are examples of tunnels in similar (and even more challenging) soil conditions. Though the project is in preliminary stages.

I just hope they plan on using it for their busses.

As I said it's not that you can't do it, it's that the cost is ridiculous. The Port Miami tunnel cost $1.1 billion and it's not even a mile long. There's a reason that a state the size of Florida only has two tunnels. We've had basements for hundreds of years too, but not here. Vault-Tec wouldn't like it here.

Tunnels under water seem to have shifted to submerged tube construction, instead of boring, if recent projects are any indication (though not relevant here).

I don’t care for tunnels, unless they involve a ride on The Beast.
The scariest one to me was the one under Chesapeake Bay going to Virginia Beach. It’s actually two one-mile tunnels, bridges and land, and I swear I held my breath the entire way.

submerged tube construction

That is how the Transbay Tube was built.

I've done that one a few times. It is not for the faint of heart.

You would think they would rather work with a more interesting company.
