Now, for perhaps the first time since Cypress Gardens was a bustling attraction years ago, the Winter Haven business community is betting this out-of-the-way Polk County city can become a true tourist destination once again with the forthcoming opening of Legoland Florida. But as Winter Haven makes plans, one nagging question remains: Can Legoland draw the crowds that, in recent decades, Cypress Gardens could not?
