City officials say the construction project now is expected to cost $3.5 million, up from the original $3 million estimate. Schmitt said $300,000 in city reserves have been tapped, and he believes private donations will cover the rest of the deficit.

Well what the naysayers are not taking into account is that the addition of Zippin Pippin not only added another attraction to take in money, but because of teh increase in attendance, there is an increase of monies across the board whether it be for games, food, drinks or whatever.
^That was partly where I was going with my arguments about "longer lines for other adjacent rides" (turns out, after visiting, all the rides at Bay Beach are what I'd call "nearby", LOL). I never visited before Zippin Pippin, but I'd have a REALLY hard time believing the second dirt parking lot was ever utilized, much less full, before ZP came along.
Money pouring in from everywhere - the hallmark of a successful wooden coaster (ask Dollywood).
